The Baltros group of companies is the leader of the Russian market of mass low-rise construction. The history of the Baltros Group of Companies dates back to 1994. The group of companies is implementing a number of investment projects, including “Novaya Izhora” and “Slavyanka”, the territories of which are located in St. Petersburg, the implementation of these projects ensures the conduct of a large-scale experiment in the development of large-scale low-rise housing construction within the framework of the decision of the Presidium of the Council under the President of the Russian Federation for Implementation priority national projects and demographic policy. When conducting an experiment, they work out standard solutions on territorial planning, mechanisms of interaction between business and government, technical solutions in the field of low-rise development, regulatory framework ensuring mass housing construction in the country.

According to SPARK, the main owner of the group of companies is St. Petersburg businessman (shares are not disclosed). The parent company of the group is Sotex LLC (90% owned by Sergei Podobed, 10% owned by Victoria Podobed).

According to Baltros, after the restructuring that was carried out in the group of companies in 2015, the company decided to focus on the construction of infrastructure projects as a general contractor and design. Already in 2015, according to experts, the company received contracts for the construction of kindergartens and schools with a total area of ​​160 thousand m2 worth about 5 billion rubles. Among them is a school on Marshal Blucher Avenue for 1,375 places with an area of ​​29 thousand m2, kindergarten for 110 seats on Medikov Avenue, etc.

Now Baltros’ portfolio of orders includes the design and construction of facilities with a total area of ​​over 350 thousand m2, says Ilya Korshunov, general director of Sotex LLC.

Until the spring of 2015, Igor Kogan (19.76%), (19.76%) and Sergei Podobed (9.88%) were among the co-owners of Baltros. Previously (until 2006), a 25% stake in Baltros was owned by the son of Igor Kogan, a St. Petersburg billionaire, former co-owner of Promstroybank, former Deputy Minister of Regional Development.

In the early 2010s, Baltros was one of the three largest St. Petersburg developers, delivering 200-250 thousand m2 of housing per year. His main projects are the residential complexes “Novaya Izhora” and “Slavyanka” in the Pushkinsky district, a significant part of the housing in which was built for the Ministry of Defense of the Russian Federation.

In 2013, when almost all of the company’s projects were completed, the owners of Baltros began talking about their intentions to wind down the business. They tried to sell two of their house-building assets: in 2013 - and in 2014 -. There was even a buyer for the last asset. On the eve of the New Year 2015, David Traktovenko agreed on the sale of TSK-Beton (occupies 7% of the St. Petersburg concrete market, unites three concrete plants) with the owners of the holding (62.5% belongs to Dmitry Semenov, 37.5% to Dmitry Sidorov; unites seven companies involved in design, construction, surveys).

However, not a single deal took place.

Baltros explained that DSK Slavyansky is an operating enterprise, the share of which is owned by Baltros Group of Companies. Several options for using this asset are now being considered: diversification of existing production, reorganization of the enterprise, or production of other products.

In 2014, sources at Baltros stated that the company plans to continue to engage in residential development. Now she is not abandoning these plans: she continues to develop her own projects and is searching for land plots for their implementation.

In addition, the Group of Companies is developing the area of ​​information technology through the NPO Baltros company, which is part of the group.

"Baltros" is not the only one who, against the backdrop of the crisis in the construction industry, decided to get into the contracting business. Last year, one of the largest infrastructure contractors, Corporation, announced its intention to expand its specialization and enter into housing construction. The holding has created a design bureau and a general contracting division within its structure. Design bureaus and contracting organizations also include other companies.

Experts note that in the context of a decline in sales on the primary housing market by 30-50%, depending on the segment, as well as a reduction in the volume of government orders (by 10-30%), the market of St. Petersburg and the Leningrad region has become extremely competitive. As a result, narrow specialization becomes ineffective.

“We need to prepare for the fact that negative changes in the economy will last for a long time. The situation may continue to worsen. This means that the growth of companies is a thing of the past. As part of the Slavyanka project, comprehensive engineering preparation of an area of ​​2.2 sq. km is being carried out for the purpose of further residential development with mid-rise apartment housing. The main water supply and sewerage facilities created within the framework of this project are part of a large-scale project for the design and construction of the Southern water supply and sanitation system of St. Petersburg. The creation of this system will make it possible to provide new areas for civil construction in Pushkin, Krasnoe Selo, Lomonosov and Kronstadt. The project is developing at full speed and at the beginning of 2009 the stage of engineering preparation of the Slavyanka territory will be completed.


As part of the Novaya Izhora project, comprehensive engineering preparation and development of an area of ​​2.8 sq. km is being carried out. single-family housing, social and community infrastructure facilities. To implement this project, the company is working to create a house-building plant, which will provide production of 250 thousand sq.m. low-rise prefabricated housing per year.


The first stage of this plant has been operating since May 2007. The second stage will be commissioned in June 2008. To supply energy to the future residential areas "Slavyanka" and "Novaya Izhora", we are constructing the main source of power supply - the "Moskovskaya Slavyanka" electrical substation, connected directly to the 220 kV electrical networks of the Federal network company RAO UES. Using the example of the Novaya Izhora projects and other projects in Leningrad region and in conjunction with the DSK project, it ensures the conduct of a large-scale experiment on the development of large-scale low-rise housing construction within the framework of the decision of the Presidium of the Council under the President of the Russian Federation for the implementation of priority national projects and demographic policy.


During the experiment, standard solutions for territory planning, mechanisms of interaction between business and government, technical solutions in the field of low-rise development, and the regulatory legal framework that ensures mass housing construction in the country are being worked out.
